Captain Onishima

Captain Onishima is the person in charge of the police in Tokyo-to. He is also the shortest character in the game. He is even shorter then Tab/Corn and Mew. With that being said, he has a gun with rubber bullets. You will have to learn how to lose him if you don't want some pretty bad bruises and possible broken ribs! If you can't get away from him, you can stun him by taggin his back! Turn the fight back onto him! This guy is a egomaniac, he tries to send attack helicopters and tanks to deal with a solo GGs members! Between that and his past trauma, his rampage is pretty short lived. They call the gangs criminal but this guy was tearing up Tokyo-to just to catch some kids spray painting walls. An Archived Website states that the people he orders around fear him due to his brutality.

Cops

These dopes are more incompetent then Captain Onishima. Gameplay wise they serve only as a minor annoyance but their brutality is not something to just shrug off. These pigs are crooked!

Vehicles

Now these are actual threats. You can fight the helicopters by tagging them but you can't hurt the tanks! You will generally want to avoid these when possible.
